"jules "flighty" girl"
This collar was too tight for my dog. She usually wears a 16" so I thought it would fit. It was too late to return so I dropped it off at the closest dog rescue, where it was greatly appreciated.

By Cheryl W. They seem to be including the buckle in the measurement and even then it's not quite a full 18 inches. Had to return - several inches too short for our golden retriever.
